ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion to fund 59 water infrastructure initiatives across 17 regions through its national recovery plan. The Ministry of Infrastructure and Transport finalized the entire allocation in less than four months. These funds will be used for aqueducts, water networks, and related infrastructure improvements aimed at increasing efficiency, safety, and reliability. This investment package expands efforts in a sector under constant pressure from water losses, droughts, and infrastructure upgrades needed throughout Italy.

Nearly €830 million, or 53% of the total, will benefit southern Italy. This exceeds the minimum 40% set for southern regions under the recovery plan. Project beneficiaries are expected to contribute approximately €683 million in additional funding alongside public resources. Combining these sources results in a total investment exceeding €2.2 billion. The initiatives focus on enhancements to water management and infrastructure to support local communities and economic activities.
Funds are channeled through SFNIISSI, Italy’s national financing tool for infrastructure investment and water-sector security. The government established this instrument in February 2026 as part of the country’s PNRR recovery framework. Applications are managed by Invitalia, which oversees grants and project monitoring under an agreement signed in April. The fund initially received €1 billion from NextGenerationEU resources, with an additional €576 million allocated in August for water projects as part of a broader revision of recovery-plan spending.
Funding Focuses on Efficiency, Safety, and Reducing Network Losses
The water fund aims to assist companies and public entities managing water resources across Italy. Grants can finance up to 90% of eligible costs for efficiency improvements and safety-related upgrades. For projects that utilize digital technology to cut water losses, support can reach 85%. The application window opened on May 6 and was extended, closing on June 8. The program emphasizes infrastructure upgrades that enhance water use efficiency, network performance, and system resilience.
The fund was designed to support projects already identified within the national water infrastructure plan and other priority works eligible for funding. The allocated resources cover aqueducts, distribution networks, and systems aimed at securing water supply. Distribution was finalized after evaluating applications received during the spring funding period. The added beneficiary financing boosts the total investment beyond public funding alone. The overall package, valued at over €2.2 billion, combines government resources with project-level co-financing.
Building on Previous PNRR Water Infrastructure Initiatives
This latest funding follows earlier PNRR investments in key water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among those, 37 were classified as complex projects. Authorities also reported 79 individual interventions carried out by 52 implementing organizations. Nearly €1 billion from PNRR resources financed 124 projects involving reservoirs and water-supply systems for drinking water, irrigation, and mixed uses throughout the country.
Of the 48 systems completed by July, 25 primarily serve irrigation, 20 are dedicated to drinking water supply, and three have mixed purposes. Italy has additionally programmed and financed more than €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources from the expanded fund now allocated, the program has shifted from application and award phases to the implementation stage of approved water infrastructure projects.
