REYKJAVIK, ICELAND / RankWire.AI / – In a national referendum held on August 29, voters in Iceland rejected the idea of reopening negotiations with the European Union. The No camp secured 52.8% of the votes, while 47.2% favored resuming discussions. Iceland’s National Electoral Commission announced that 118,040 ballots were cast against, compared to 105,339 in favor. The total count showed 223,379 valid votes out of 225,031 ballots submitted across the country.

Iceland referendum rejects restart of EU accession talks
Iceland’s referendum rejected a restart of EU accession talks after more than a decade.

The voter turnout was 82.6%, with a total of 272,591 registered voters. The referendum posed a single question on whether Iceland should recommence accession negotiations with the European Union. It did not require voters to endorse EU membership. According to Icelandic election law, the referendum results are advisory, although the government had committed to honoring the voters’ decision.

Prime Minister Kristrún Frostadóttir had supported the reinitiation of talks prior to the vote. Following the outcome, she stated that the government would respect the decision and would not pursue membership negotiations during its current term, which extends until 2028. The decision maintains Iceland’s current arrangements with Europe, including its role in the European Economic Area and access to the EU single market.

    Decision keeps membership talks paused

Iceland first applied for EU membership in July 2009 amid its financial crisis. Negotiations officially commenced in 2010 but were put on hold after a change in government in 2013. At that stage, 27 chapters had been opened, with 11 provisionally closed. In 2015, Iceland requested the European Union not to consider the country a candidate for membership.

The Icelandic government has stated that the original application for membership was never formally withdrawn and remains legally valid. Parliament approved the August referendum on May 28 after the government had introduced the proposal earlier that year. The ballot presented only Yes and No options, and government information clarified before the vote that the referendum addressed renewed negotiations rather than a direct decision on EU accession.

Existing agreements continue to define European connections

Voting results varied significantly across Iceland’s six electoral districts. Support for renewed negotiations was strongest in Reykjavík North, with 57.5% voting Yes, and in Reykjavík South, where 54.5% favored it. The other four districts showed clear No majorities. The Northwest district recorded the highest opposition, with 62.9% voting No. The Northeast followed at 61.2%, while the South district opposed restarting accession talks with 60.5% voting No.

Despite remaining outside the European Union, Iceland maintains a close relationship with the bloc. It has been part of the European Economic Area since 1994 and is also a member of the Schengen Area and the European Free Trade Association. The EEA grants Iceland access to the EU single market and incorporates a significant portion of EU legislation into Icelandic law. The National Electoral Commission indicated that its formal process will also include reviews of disputed ballots before finalizing the referendum results.
